Hi – We were not able to find a Florida specialty plate that is named or uses the acronym “HANDS”. If you have the name of the organization or foundation, please reply with that information and we can check again. For reference, the process to approve an FL specialty plate for first time production requires at least 4,000 pre-orders. Once that threshold is met, then the plate is submitted to the FL DMV to be added to the specialty plate production list. If the plate you are referring to has not yet met that threshold, it would not be availble yet to issue yet but may be available to pre-order directly with the organization.
